SACRAMENTO – State Sen. Richard Roth’s Riverside County constituency grew by more than 139,000 people this week, and his 31st Senate District now figuratively includes Lake Elsinore as well as the Canyon Crest and Woodcrest communities.

And state Sen. Bill Emmerson’s sprawling Hemet-to-Rancho Cucamonga district will, for the next two years, also cover a large part of the Coachella Valley.

The Legislature needs to correct a budget blunder from two years ago that left new cities in fiscal jeopardy. Legislators should restore local money for newly incorporated cities and annexations. There is no good reason for the state to discourage the creation or expansion of cities.

Riverside County senators Richard Roth and Bill Emmerson introduced legislation this week stating their intent to restore lost funding for California cities that have incorporated since 2004.

All four of the cities are in Riverside County — Jurupa Valley, Eastvale, Wildomar and Menifee.

SACRAMENTO -- Richard Roth is a month into his first term as a state senator, one of a few firsts linked to the Riverside Democrat.

The 31st Senate District is Roth's first elective office. He's the first senator who can serve 12 years under the revised term limits law voters approved in June.

Democrat Jim Frazier's swearing-in as an assemblyman today will climax a 12-year journey in politics that began with the death of his 20-year-old daughter in a head-on traffic accident.

"It's been a long road to get this opportunity to serve the people of my district," said Frazier, a former Oakley councilman. "I just can't wait to start."

Redistricting, and California’s new election laws, produced a bumper crop of new state lawmakers and half of them hail from Southern California. They get sworn in Monday in Sacramento.

There are 38 new lawmakers, taking up nearly half of the Assembly’s 80 seats. The usual turnover is closer to a third.
