Senator Richard Roth Announces $3 Million for Jurupa Valley Mobilehome Residents

Jurupa Valley, CA— Senator Richard D. Roth (D-Riverside), Chair of the Senate Select Committee on Manufactured Home Communities, has announced the securing of $3 million from the State’s Manufactured Housing Opportunity & Revitalization Program (MORE) to assist mobilehome park residents in the City of Jurupa Valley.

“Mobilehome parks and their residents are an essential ingredient to vibrant and thriving communities,” said Roth. “The funds we have secured will provide financial assistance to make needed mobilehome repairs, improving residents’ health and safety, and contributing to the quality of life of their mobilehome park.”

“This grant award is the result of a collaborative effort, and Senator Roth played a crucial role in securing funding and his partnership is greatly appreciated,” said Jurupa Valley Mayor Chris Barajas. “The residents of our 15 manufactured home parks will benefit greatly from the $3 million of grant funding that will make much-needed health and safety repairs to their homes.”

“Mobilehome parks are a critical resource for providing low-income Californians the security of homeownership, but a lack of economic resources too often allows mobilehomes and park infrastructure to fall into disrepair, sometimes subjecting residents to dire conditions,” said California Department of Housing and Community Development (HCD) Director Gustavo Velasquez. “This model program will allow for infrastructure and home improvements that extend the life of these much-needed affordable properties and improve quality of life for those who reside in them.”

In early 2024, Mobile home residents will be able to apply through the City of Jurupa Valley for assistance to help make needed repairs including plumbing, roofing, heating, ventilation, and electrical work. The City will identify and give priority to the most in-need households first, and once these residents are served, will open up funding to remaining mobilehome owners on a first come basis until funds are depleted.

Roth strongly advocated for $140 million in funding, which was included in state budgets over the last two years, for the MORE program which helps fund various activities intended to support mobilehome residents’ health and safety with an affordable home ownership option. MORE funds can be used for the acquisition and conversion to resident organization ownership, rehabilitation, reconstruction, and replacement of mobilehome parks, as well as the remediation of health and safety items of both parks and individual mobilehomes.

Earlier this year, Roth held a Mobilehome Resident Town Hall in Jurupa Valley with HCD and the City of Jurupa Valley. Many residents expressed the need for financial assistance to repair their homes and improve the quality of life at their mobilehome parks.
