Senator Richard D. Roth (D-Riverside) announced today that he has introduced a bill, jointly authored by Senators Hannah-Beth Jackson (D-Santa Barbara) and Jerry Hill (D-San Mateo), to streamline and modernize the environmental review process under the California Environmental Quality Act (CEQA).

Senate Bill 122 would make the environmental review process under CEQA more efficient while preserving informed environmental decision-making.

“The budget released today is an important first step in a process that will develop over the next several months.  I look forward to being part of that process, particularly as Chair of Budget Subcommittee No. 4 on State Administration and General Government and as a member of the Senate Budget and Fiscal Review Committee.

Senator Richard D. Roth (D-Riverside) will host a Law Enforcement Summit in the City of Perris on Friday, January 23, 2015, from 10:00 a.m. to 12:00 p.m.  Panelists will include Riverside County District Attorney Mike Hestrin, California Highway Patrol (Riverside Area) Captain Amanda Snowden, Riverside County Sheriff’s Department Chief Deputy Shelley Kennedy-Smith and Perris Police Chief Michael Judge.

Panelists will discuss current law enforcement initiatives and provide public safety updates at the state, county and local levels.

Senator Richard D. Roth (D-Riverside) has introduced legislation to restore funding to four newly incorporated Riverside County cities that lost Vehicle License Fee (VLF) funding due to state budget cuts in 2011.

Senate Bill 25 would restore VLF funding to the cities of Jurupa Valley, Eastvale, Menifee and Wildomar that was lost during California’s fiscal crisis.  The City of Jurupa Valley faces likely disincorporation if the VLF funds are not restored.

Senator Richard D. Roth’s (D-Riverside) proposed new law to provide safe drinking water to 140 homes in Western Riverside County served by the failed, private County Water Company of Riverside passed the State Senate today on a unanimous bipartisan vote.

Senate Bill 1130 allows the public agencies of Eastern Municipal Water District and Elsinore Valley Municipal Water District the necessary assistance they need to provide both short and long term solutions to the health and safety risks the residents face as a result of this failing water system.

Senator Richard D. Roth (D-Riverside) applauded new tax incentives for employers hiring workers in specific parts of Western Riverside County, as well as other areas of California with high unemployment and poverty.

The New Employment Credit (NEC) is a hiring credit for businesses in California communities with the highest rates of unemployment and poverty. The credit is part of the Governor’s Economic Development Initiative, which passed in 2013 and received support from both Republicans and Democrats in the Legislature, businesses and labor groups.

I am saddened and join all Californians in grieving about the news of the tragic bus accident yesterday.

Our thoughts and prayers are with the students, families and friends of all the victims and survivors of this terrible accident. We are especially thinking of our students from Riverside Norte Vista High School.
