Senator Roth’s Bill Clears Senate Floor, Brings Access to Justice for Riverside County

January 29, 2018

(SACRAMENTO) – Today, the Senate unanimously voted to authorize an additional Justice be appointed to the Second Division of the 4th Appellate District, which serves the Riverside/San Bernardino region. Senate Bill 38 relieves an overwhelming pressure felt in these counties’ justice systems.

“For too long, Sacramento has failed to provide our region with its fair share,” said Senator Richard D. Roth (D-Riverside). “SB 38 is a critical step in providing under-served communities access to core services of the justice system they need.”

The Second Division is the most impacted Appeals Court in the state. In response, greatly backlogged Justices have resorted to transferring cases to other districts in order to meet case deadlines. That forces the people of Riverside and San Bernardino Counties to travel to other counties to have their appeal heard.

Senator Roth continued: “It’s unacceptable to ask the people of Inland Southern California to chase down a chance at an appeal. By authorizing an additional Justice in this greatly neglected region, we can put a Band-Aid on this hemorrhage in the justice system.”
